Cleveland, TX – February 4, 2025 – Cleveland ISD understands that recent news about outside enforcement at schools is causing concern in our community. We want to assure our students, families, and staff that our schools remain a safe place for learning.

We follow all state and federal laws and will continue our daily school operations as usual unless we receive new guidance from the Texas Education Agency (TEA) or state officials. Our focus is on providing every child with a stable and welcoming learning environment.

Cleveland ISD has clear rules on how we respond if outside enforcement agencies visit our campuses. These rules help keep students safe and ensure that we follow the law:

  • If a law enforcement officer comes to a school, an administrator, such as the principal, will assist them. If the principal is unavailable, the assistant principal will contact the Deputy Superintendent for guidance.

  • Students will not be removed from class unless a parent or guardian picks them up, or there is an emergency as determined by the principal, superintendent, or CISD Police.

  • Cleveland ISD follows student privacy laws (FERPA) and does not share student or family information unless required by law. Before giving out any information, the district must confirm the requester's identity and consult with district leadership.

  • If an officer requests student information, the administrator will collect their name, agency, and badge number and respond within 24 hours after verifying the request is legal.

  • If an officer brings a subpoena (legal order for records), it must be reviewed by the Deputy Superintendent before responding.

  • No outside agencies (except CPS) can talk to students at school without parent permission or authorization from district leadership. If an officer requests to speak with a student, parents will usually be notified unless doing so would put the student in danger.

  • If there is any doubt, district staff must contact the Deputy Superintendent immediately for guidance.

These rules are in place to protect our students and ensure that schools remain a safe place for learning.

Cleveland ISD does not ask about or collect information on the immigration status of students or their families. Every child has the right to a public education.

Cleveland ISD does not coordinate with outside enforcement agencies on enforcement actions. Our priority is student learning and safety.

Cleveland ISD can not share student records unless required by a legal court order or subpoena. 

Outside enforcement agents must follow legal procedures to enter schools. They will not be allowed on campus without proper legal documentation, such as a warrant or court order.
